Dr. Qi Bin is the Director-General of the Department of International Affairs at China Securities Regulatory Commission (CSRC). Appointed to the position in July 2014, Dr. Qi leads the department to supervise overseas listing of Chinese companies, and is responsible for the CSRC’s cross-border regulatory cooperation and bilateral strategic dialogues with international counterparts.  His team is also championing the CSRC’s effort to further open up China’s capital markets. Previously, Dr. Qi had worked as the Director-General of CSRC’s Research Center for eight years, and was responsible for research projects that led to new policies and reform initiatives. His work contributed to the formulation of CSRC’s development roadmap.

In 2012, Dr. Qi founded Beijing Institute of Securities and Futures (BISF), the think-tank of CSRC, and was the Institute’s Acting President till March 2014, when he was also appointed the Director-General of the newly-formed Innovative Business Supervision Department, to spearhead market reforms and financial innovations in the new environment, including regulating Internet-finance and devising strategies and policies to promote the China (Shanghai) Free Trade Zone. Between 2001-2006, Dr. Qi worked as Deputy Director-General of the Fund Supervision Department, with responsibilities of reviewing fund products and supervising Qualified Foreign Institutional Investors (QFIIs). Dr. Qi joined CSRC as a member of its Strategy and Planning Committee in 2000. Prior to CSRC, he was Partner of a New York-based venture capital firm. Between 1996-2000, he worked at Goldman Sachs Asset Management and Paribas Capital Market in New York and London, specializing in fixed-income underwriting, equity derivatives trading and asset management respectively. Dr. Qi is the lead author of China Capital Markets Development Report. He also complied The Transformation of and Breakthroughs in China’s Economy in the next Decade. In 2005, he also translated The Great Game—The Emergence of Wall Street as a World Power by John Steele Gordon, which was a best-seller in China and has been reprinted for more than 60 times. Dr. Qi holds a Ph.D in Mathematical Economics from Tsinghua Univ., an MBA in finance from Univ. of Chicago, an MS in Biophysics from Univ. of Rochester, and BS in Physics from Tsinghua University.
